Where can I find the best deals on mirrorless cameras?

So I finally decided to stop using my phone for photos because I want to actually take some decent pictures of my dog running around the park. Honestly I have no idea what Im doing. A friend told me to get a mirrorless camera but when I looked at the prices online I almost passed out. I live in Chicago and I dont really have a huge budget maybe around 600 or 700 bucks max if I can find a deal. Ive been checking Amazon but everything seems so expensive and I dont even know what lenses I need or if they come with them or not. Is it better to buy refurbished stuff or should I wait for a sale somewhere? I really need something by next month for a trip Im taking. Does anyone know where normal people actually buy these things without getting ripped off? I feel like such a total beginner asking this but I really just want something that isnt going to break the bank...
