Totally agree on going used. In my experience, you can grab a Sony Alpha a6400 24.2MP Mirrorless Camera for around $600 on MPB, which leaves you cash for a lens.
^ This. Also, if you grab a cheaper body, you can budget for a decent lens. I'm super satisfied with my setup:
- Sony Alpha a6000 24.3MP Mirrorless Camera (around $350 used, still has great autofocus)
- Sony E 35mm f/1.8 OSS Lens (perfect for low light in Tokyo, about $250 used) This easily keeps you under the $800 budget with cash left for SD cards. No complaints with this combo, it just works well.
