You could easily snag a Sony Alpha a7 IV 33MP Mirrorless used or even a Nikon Z6 II 24.5MP Mirrorless for under your budget. The IBIS on the Nikon is actually quite solid and has served me well in low light situations. I basically stopped looking at MSRP because prices are just nuts lately. Stick to reputable refurb or used sellers and you will be fine. Just make sure you order this week so you have time to dial in your settings before you head to Chicago. Those old Chicago venues can be a challenge with lighting so having that IBIS ready is gonna be key.
